Unfortunately, when we experience drought right now, we are forced to do a supplementary budget to respond to needs of the affected population. Once this fund is operationalised, it will help us avoid a situation where we divert monies meant for development to respond to drought. As we debate it, as a nation, we should be cognizant of the fact that we are sitting on a potential crisis. Today, the IEBC has only three commissioners. They have expressed their constraints in terms of looking at policy issues. I would like to echo what my County Women Representative, Hon. Rehema has said. My own county, and specifically my own constituency of Isiolo North is host to the largest number of military barracks in this Republic. We need to ask ourselves why we have a huge trade deficit. We do not export in large quantities and probably what we export does not earn us enough because it is raw materials rather than finished products. view
