  • 27 Nov 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I would like to also support the Motion on extension of time for submission of the Central Bank of Kenya Financial Report for the 2018/2019 Financial Year. I would like to add my voice to concerns raised by some Members who have spoken. This extension is occasioned by the vacancy in the important Office of the Auditor-General. It is very unfortunate that a constitutional and independent office - the office which helps us as a country to ensure that all the national and county government organs entrusted with public funds are held accountable - ... view
  • 16 Oct 2019 in National Assembly: Thank you, Hon. Deputy Speaker. As you give direction, one thing we need to appreciate is that in the north, we are experiencing torrential rains. • 16 Oct 2019 in National Assembly: sub-counties will be left out because the roads from the sub-counties to county headquarters are impassable. The Chair, through the Speaker, needs to reverse this. We have to go back to sub- counties to be fair. Many people cannot afford fares from wherever they live to county headquarters. view
  • 9 Oct 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to support this Bill. Livestock is a very key sector in our economy. It is unfortunate that it has taken us this long to formulate a livestock and livestock products marketing Bill. When we talk of livestock, in as much as those of us from ASAL are concerned with poor support for livestock marketing, especially cattle, sheep and goats, this particular Bill relates to all species of livestock—specifically cattle, sheep, goats, horses, donkeys, mules and poultry. In the livestock sector, it is only the dairy sector which has a board. The Kenya ... view
  • 9 Oct 2019 in National Assembly: 2016, His Excellency formed a board using the provisions of the State Corporations Act. In that Executive Order, the CEO of that board is clearly stipulated to serve a four-year term which is renewable. I would like to see us considering specifying the term of the CEO. Marketing of livestock involves sale of live animals. We export many live animals to the Middle East countries. We also export products like meat and milk. But, as I have already said, as far as dairy products are concerned, the only problem we have is that it focuses on milk production from dairy ... view
  • 9 Oct 2019 in National Assembly: Hon. Temporary Deputy Speaker, since many Members want to contribute to this Bill, I support. It is a very important Bill for livestock keepers in this Republic. I thank you very much for giving me the opportunity. view
  • 1 Oct 2019 in National Assembly: Thank you, Hon. Speaker. I beg to move the following amendment: THAT, the Motion on Approval of Nominees for Appointment as Chairperson and Members of the National Land Commission be amended by deleting paragraph (b) and inserting the following in place thereof as (ix): “Hon. Tiyah Galgalo”. As I move this amendment, I would like to thank His Excellency the President for ensuring that in the nomination, the proposed nominees reflect the face of our great Republic. view
  • 1 Oct 2019 in National Assembly: Hon. Tiyah, as a nominee, represents the minority group in many aspects. She comes from a minority ethnic group, a marginalised area in this Republic and, more importantly, she is a woman. view
  • 1 Oct 2019 in National Assembly: It is not easy for a woman from a minority ethnic group coming from a disadvantaged area to get to the final list of nine nominees nominated by His Excellency the President. She is a former Member of this august House. I represent a constituency where Hon. Tiyah comes from. I can confirm to this House that I followed the deliberations of the Departmental Committee on Lands when they were vetting all the nine nominees. I can confidently say that the issues raised against Hon. Tiyah were in relation to tax compliance. It had nothing to do with tax evasion. ... view
