  • 28 Jul 2020 in National Assembly: I recommend that this credit guarantee scheme should not only target formal setups, but also informal setups that need to be sensitised to formalise their businesses. In terms of geographical reach, we should ensure that each part of this country benefits from this loan guarantee scheme, especially the marginalised areas where financial services are difficult to come by, and doing business is more challenging compared to other parts of the republic. Thank you. view
  • 17 Mar 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I would like to support this Bill on the elderly members of our society. Our traditions, cultural norms and faith to which most of us profess, make it obligatory for us to care for our elderly. Most of our elderly in the society have contributed to what we are today. Therefore, they deserve to be supported. The elderly belong to vulnerable groups of human beings. For example, when we have natural calamities, they are more affected. As the Member for Nairobi County has stated, during fire outbreaks, more often than not, if you look ... view

  • 20 Feb 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for the opportunity to contribute to this Bill. Before I state my position on this particular Bill, I would like to highlight a few things. I appreciate that I do not come from a tea growing area but in terms of per-capita income, the region I come from could be leading in terms of consumption of tea. I also appreciate that tea is a leading foreign exchange earner for our country. Therefore, when tea farmers in our country complain about reducing earnings in terms of the tea bonuses they get, and the representatives of ... view
  • 20 Feb 2020 in National Assembly: Looking at the proposed Bill, I do not think that without adequate funding, creation of the proposed authority will cure the ills affecting the tea sector at the moment. I have looked at the challenges that other crops are facing and realised that it is very easy to pick out AFA and blame it. However, if you look critically at the problem, it lies in poor funding of the Authority and the directorates which are supposed to address issues related to scheduled crops. Tea is one of the schedule crops. Actually, it is number two on the list. The Tea ... view
  • 18 Feb 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for the opportunity to speak to this Motion. Invasion of desert locusts was predicted last year by the Food and Agriculture Organisation (FAO). Unfortunately, we did not take action in time. It was predicted that because of enhanced rainfall, we were likely to have invasion of desert locusts. The prediction was that they were to migrate to our country from Ethiopia and Somalia. It has been ravaging the rangeland of northern Kenya for the last two months. Unfortunately, it only attracted serious attention after it got closer to agro pastoral parts of this country. ... view
  • 18 Feb 2020 in National Assembly: there is a way our Government can probably liaise with agencies like the International Centre of Insects Physiology and Ecology (ICIPE), so that we can think about biological control that will go a long way in helping us to control the locusts. Thank you, very much for the opportunity. I support the Motion. view
  • 10 Feb 2020 in National Assembly: I thank you, Hon. Speaker. On my behalf and my family and the great people of Isiolo North, I would like to convey heartfelt condolences to the family of our late second President, His Excellency President Moi, and Kenyans at large. I would like to mention one thing. The late President made the minorities, including the community I come from, feel to be part of Kenya. We really appreciate him for that. When we were growing up, we used to look at the map which had members of the Cabinet. We used to be very proud. I am also a ... view
