Also, in instances where we put up a facility near a border with a neighbouring country, if leakage or pollution occurs, then it provides clear ways to use as a country to communicate with international agencies and alert them. So, that way, our neighbours can be protected from pollution which can emanate from our plants. view

It is addressed to the Cabinet Secretary for Interior and Co-ordination of National Government: (i) Is the Cabinet Secretary aware that one Chief Inspector of Police, Mr. Hersi Kene Tache (Force No.95050448), deployed in Embakasi Police Station under the Rapid Deployment Unit has been missing since 26th February 2019 despite having been reported to the police? (ii) Could the Cabinet Secretary explain the outcome of the investigations into disappearance of the said officer and his whereabouts? view
  • 25 Apr 2019 in National Assembly: (Isiolo North, KPP) asked the Cabinet Secretary for Education, Science and Technology the following Question: (i) whether he is aware that the construction of the Technical Training Institution in Merti, Isiolo North Constituency has stalled; (ii) what measures the Ministry has put in place to ensure that the construction is completed on time, and learning materials, equipment and tutors are posted to the said institution; and, (iii) whether the Ministry could provide an implementation matrix with clear timelines on the issues in item (ii) above, including when the first admission of students is expected. view

I must say that it is fairly an imbalanced Speech. I say fairly imbalanced because there are a number of issues which I expected to feature in the Speech which probably I will mention later. When I saw value addition of leather in Kariokor, it hurt me because this ought to be done in areas where we do livestock rearing. I can confirm to you that Isiolo County ought to have been the natural home for that value addition plant. The Cabinet Secretary for Environment and Forestry appeared before us and requested for more time to engage the various stakeholders.   • 2 Apr 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support this Senate Bill on County Statistics. Before this Bill, the law which currently regulates matters statistics is the Statistics Act of 2006 which was legislated before we promulgated our current Constitution. That Act makes reference to local authorities and so on. It also designates the KNBS as the principal agency for collection, collation, analysis and dissemination of statistical data. Currently, county governments are mandated by law to plan in a number of key sectors like health, livestock and agriculture.
