  • 4 Mar 2021 in National Assembly: An example of these agencies is the National Environment Management Authority (NEMA). We know this agency enables our country to ensure the environment is safe and we exploit our natural resources sustainably. Unfortunately, because of serious underfunding it is unable to execute its regulatory functions. Another key agency is Kenya Meteorological Department. Its function relates to weather forecast which helps us to plan as a country. Therefore, acquisition of more advanced equipment will enable them to provide more precise forecast. I support the Report of the Mediation Committee on the Early Childhood Education Bill (Senate Bill No.26 of 2018). According to the Fourth Schedule of the Constitution, early childhood education is a devolved function. The national Government takes over education from the primary school level onwards. Our Constitution guarantees each Kenyan child the right to basic education. The beginning of basic education is early childhood education.   • 2 Mar 2021 in National Assembly: education in terms of infrastructure development through the NG-CDF and curriculum reviews from the Ministry of Education. Most of the existing ECD centres, especially those that are public, are attached to primary schools. In most cases, especially in the north-eastern part of the country, early childhood learners learn under trees. One wonders why at their tender age nobody is catering for them yet their older siblings are being catered for well. I support the adoption of the Report by the Departmental Committee on Environment and Natural Resources, and also by extension, I support the adoption of this Sessional Paper. I also happen to come from a county which contributes a lot to protection and conservation of wildlife. As earlier speakers have said, 70 per cent of our life is found outside protected areas. Of course, we all know that tourism is a leading foreign exchange earner for this country but if we look at the amount of money allocated to this sector, it is not commensurate with the contribution of the sector to our economy.   • 26 Nov 2020 in National Assembly: I also happen to have lived with disability temporarily for close to half a year as a result of a bandit attack. So, I fully appreciate the extent to which assistive devices can make a difference when you are in such a situation. Unlike Hon. Mbui, it happened to me when I was single. I was not married. I had no partner to support me with some basic personal issues and it was really challenging. Article 54 of our Constitution addresses the rights of persons living with disability.
