kilometres and so, availing assistive devices at the sub-county level may not enable all the needy people to easily access them. We need, therefore, to look at the challenges facing different constituencies. For example, which is the lowest administrative unit which is appropriate for the delivery of the assistive devices to Kenyan citizens living with disability? That way, we will enable them access the devices easily so that they can enjoy their basic rights. We will also be facilitating their proper integration into the Kenyan society. I support.

Thank you very much, Hon. Temporary Deputy Speaker for the opportunity to contribute to the President’s Speech, which I support. I would like to talk to a few issues that His Excellency touched on, beginning with the COVID-19 pandemic. COVID-19 has not only been declared as a national disaster, but as a global disaster because it is affecting everybody globally, including developed countries which have advanced medical systems. It is unfortunate that the frontline soldiers who are helping us deal with this pandemic are not properly facilitated to have protective gears. We have had instances where our doctors have threatened ...

opportunity to visit some police stations, including Isiolo Police Station in my Constituency last week. What we saw there worried us as national leaders. I would like to appeal that police officers be given special allowances during this pandemic. The President also briefly touched on the Big Four Agenda, which he said we should not see them as projects, but rather as economic development strategies. In that strategy, the only part which specifically is on Arid and Semi-Arid Land (ASAL) and, especially on pastoralists is on manufacturing. If you look at affordable housing, development mostly take place in the cities. ...

Thank you very much. Because it touches on the right of Kenyans, I would like to appeal to the security organs in Isiolo who are carrying out operations to spare innocent mothers, fathers and children. We support the Government when they deal with rogue bandits who target security officers, but I appeal to them to avoid carrying out collective punishment. Women, children and the elderly should not be touched.

Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to speak to this Report. I support the Report. As Members of Parliament, we represent the interests of all Kenyans. So, when Hon. Abdullswamad, along with other coastal MPs, raised these issues; that, importers were being forced to use the SGR and in the process Kenyans at the Port of Mombasa and the various towns along the Mombasa-Nairobi Highway were losing jobs and livelihoods, we were touched. I actually decided to stay in the House until I contribute to this Report. If the recommendations could not have gone the ...

Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to contribute to this Motion. I would like to repeat what Hon Millie has said. When we talk of gender, we are not talking about women or girls. We are talking about men, women, girls and boys. However, as we speak, the female gender is disadvantaged. Our girls, wives and mothers are disadvantaged. That is why if you read through the Sessional Paper, the theme of empowering women runs through all the chapters. I am sure in future when we achieve all the targets that we have set for ...

I come from a region where the disadvantages our women are exposed to are more pronounced. In our communities especially in the northern region, in the pastoral areas, we are still combating early marriages, female genital mutilation (FGM) and violation of women’s rights. After closure of schools for close to nine months as a result of COVID-19, we have had young girls married off. As the schools have been re-opened for Grade 4, Standard 8 and Form 4, we are dealing with a situation where many girls who are supposed to report back to school and prepare for exams are ...
