  • 21 Apr 2016 in Senate: Mr. Temporary Speaker, Sir, I might have missed that when I was alighting from my car. I was listening to the debate as I was coming. view
  • 21 Apr 2016 in Senate: Yes, Mr. Temporary Speaker, Sir. We can follow on radio. view
  • 19 Apr 2016 in Senate: Mr. Deputy Speaker, Sir, as further clarification to this Statement, I would like to know the procedure for recruitment of people who sit in liaison offices where some officers also loiter with the governors all over the country and the world. I would like to know the procedure and terms of reference for officers who sit in county liaison offices at Delta House. Secondly, like the Senate Majority Leader said, I would like to know the criteria used because there is no proportionate formula in terms of how the money was contributed. In that regard, more specifically, I would like ... view
  • 12 Apr 2016 in Senate: Mr. Speaker, Sir, thank you for this opportunity. First of all, let me talk about the teargas. That was not my first time to be teargassed. However, the teargas was so lethal in terms of its capacity to suffocate. I have had teargas canisters thrown right at my feet and they were not as chocking as those particular teargasses. So, as you look at those canisters, you should look at the content of those teargasses because they have the potential to suffocate and kill. In fact, at some point, I wondered whether that was the day to be with my ... view
  • 30 Mar 2016 in Senate: Mr. Temporary Speaker, Sir, in democracies that have a similar model or structures of government like ours such as the United States of America (USA) which envisages the State of the Nation Address once every year, effort is made to share that State of the Nation Address way in advance with the Minority. For example, when President Obama had given his final State of the Nation Address, a Republican Governor read the Republicans response. Effort is made to share with the other side the Statement in good time so that the Opposition, out of the rhetoric, prepares a response which ... view
  • 30 Mar 2016 in Senate: Mr. Temporary Speaker, Sir, I stand guided by the lacuna that you have talked about which cannot only be remedied through --- I think for now we can also rely on Article 35(a) on access to information. It says:- “Every citizen has the right of access to information held by the State.” So, because that information is an important matter of national concern that we might want to respond to, it could be a provision of the Constitution that we can rely upon. Secondly, on the issue about a referendum, our side will be a bit reluctant with the current ... view
  • 23 Mar 2016 in Senate: Mr. Deputy Speaker, Sir, I sought the Floor when I heard Sen.Wako talk about how this administrative district is here. Sen. Adan will bear me witness that while at the former Kenya National Human Rights Commission (KNHRC), sometimes we would go to these areas of conflict about border disputes. A District Commissioner (DC) would tell you: “I pursued the rustlers until this point. I then had to give it over to the other DC to handle and another Officer Commanding Station (OCS) or Officer Commanding Police Division (OCPD). I think what is testament here is that over the last 50 ... view
  • 23 Mar 2016 in Senate: On a point of Order, Mr. Deputy Speaker, Sir. I want to seek direction; I thought there is usually the Committee on Implementation. In the Statement, Sen. Leshore wanted to get from KQ on the status of the implementation of their recommendations of the Ad hoc Committee on KQ. In terms of procedure for that type of a question, do you seek the status from KQ itself or do we seek from the Committee on Implementation? I just need direction from you because I thought it is up to us to make that evaluation. view
  • 23 Mar 2016 in Senate: Mr. Deputy Speaker, Sir, on the status of the implementation of the view
  • 23 Mar 2016 in Senate: Committee recommendations, that should come from the Committee on Implementation. In fact, we will be very curious for them to present a report as to the status of implementation of the recommendations of the Senate with respect to the Ad hoc Committee on KQ. I sat in that committee and we spent a lot of time to come up with a very good report. view
