  • 17 Mar 2016 in Senate: Mr. Temporary Speaker, Sir, in addition to that, I would like to know what effort the Government is taking, including reference of some of the shooting to the Independent Policing Oversight Authority (IPOA), to determine the circumstances of the shooting. In other countries, whenever a police officer uses a fire arm, there is an inquiry as to the circumstances of the shooting. In fact, to be precise, Kenya has adopted international standards on the use of firearm. One can only use a firearm when your life or the life of another is under threat and no other time. • 17 Mar 2016 in Senate: Nidhamu, Bw. Wetangula. view
  • 17 Mar 2016 in Senate: Nidhamu, Bw.
  • 16 Mar 2016 in Senate: Mr. Temporary Speaker, Sir, I was watching the proceedings when I heard Sen. (Prof.) Anyang'-Nyong'o saying that he was in Alliance High School in 1967. So, I came to give the young people hope. I was not in Alliance High School, but I went to Lenana School. Your motto is “Strong to Serve” but Lenana School’s motto is Nihil Praeter Optimum . This is Latin which translates to “Nothing But The Best.” I can confirm what Sen. M. Kajwang’ said, that we used to beat you in everything. The thing that took us to Lenana School was academics. That in ... view

  • 10 Mar 2016 in Senate: Mr. Speaker, Sir, in Kenya’s post-independence history, all human rights bodies are in concurrence that there has never been a massacre or crimes against humanity that were committed blatantly like those in northern Kenya. In fact, it is our only modern-day genocide; the Wagalla and others. This occasioned massive suffering in northern Kenya. In fact, the issue of IDPs in northern Kenya has been there since the time I was in the Kenya National Commission for Human Rights (KNCHR). While I appreciate the personal thought of the Coast region, I also wanted to broaden it so that we include the ... view
  • 10 Mar 2016 in Senate: Mr. Deputy Speaker, Sir, I am the Senator of Mombasa County. Therefore, the Governor is a constituent of Mombasa County. I take great reservations with what Sen. Elachi has said. However, our security is provided by virtue of our positions. • 2 Mar 2016 in Senate: On a point of order, Mr. Speaker, Sir. Is Sen. Haji in order to give innuendos that in Mombasa, the county I represent, he was told to boil pawpaw leaves and drink it as treatment for Zika? Is he confirming that he is suffering from Zika? view
  • 2 Mar 2016 in Senate: On a point of order, Mr. Speaker, Sir. I also share in those sentiments. Yesterday as I was going out of the House, I told Sen. M. Kajwang that I The electronic version of the Senate Hansard Report is for information purposes view
  • 1 Mar 2016 in Senate: Mr. Temporary Speaker, Sir, I was hoping to contribute to the amendment itself. Now, I have heard the gist of the amendment. I support the amendment because of that relative growth of our revenue to what we allocate to our counties. I seek to support it. I had actually pressed my button to speak on the substance of the BPS. view
