Mr. Speaker, Sir, I come from the County of Mombasa. What concerns me most is the fact that the Port of Mombasa has become a major transit point for most illicit trade, from ivory and drugs in all the United Nations (UN) reports and other reports of multinational organizations. On a point of order, Mr. Speaker, Sir. I do recall Sen. Murungi, the Chairperson of the Standing Committee on Agriculture, Livestock and Fisheries informing me that they would be coming to Mombasa County. I want to urge Members that in keeping with the good tradition of the Senate, when we do county visits, we continue to inform host Senators, so that they can join those visits. Mr. Deputy Speaker, Sir, thank you for this opportunity. I rise to support the amendments by Sen. Mohamud. Education is a guaranteed right. Part of guaranteeing that right to education is to ensure accessibility and affordability of quality education to all Kenyans. Part of marginalization in this country was largely a consequence of the alienation when it came to matters of education. Therefore, the Constitution came to redress part of the transgressions of their past policies and framework to ensure that every Kenyan is given equal access to affordable quality education. There is no better way to guarantee a complete ...

On a point of order, Mr. Speaker, Sir. An impression is being created that if you sit in a Committee, be it the RBC or any other Committee and a decision is made, you cannot then come to this House and object to it. Is it in order that such a perception is being created?
