There are those IDPs who at the advent of the violence returned home, be it in central Kenya, Nyanza or wherever it is. We are full House. In the first vote, we had 28 “Ayes” and in the second vote, we have 31 “Ayes”; an increment of three votes. There was a ruling in this House by the Speaker that once you are in the House, you must vote in one way or another; either you vote “yes”, “no” or you abstain.
