We are full House. In the first vote, we had 28 “Ayes” and in the second vote, we have 31 “Ayes”; an increment of three votes. There was a ruling in this House by the Speaker that once you are in the House, you must vote in one way or another; either you vote “yes”, “no” or you abstain.
