On a point of order, Mr. Temporary Speaker, Sir. Is Sen. Kagwe in order to suggest that we are not experts in security matters and yet the Constitution expressly says under Article 238(2)(a) that national security is subject to the authority of this Constitution and Parliament and Senate is part of Parliament?
