  • 6 Aug 2014 in Senate: They are undermining the work of the National Lands Commission! view
  • 6 Aug 2014 in Senate: Thank you, Madam Temporary Speaker, for this opportunity to contribute a word or two in this process. First and foremost, I would like to congratulate my Chairperson, Dr. Agnes Zani, for having provided extra-ordinary leadership. This document, by mere perusal, demonstrates that there was a lot of seriousness attached to the work that was done by this Committee to a point where we suggested legislative framework so that we do not have mere talk as it is in most of the Senate Motions but culminate into some action. We hope that those who care so much for the counties will ... view
  • 5 Aug 2014 in Senate: Mr. Chairman, Sir, I think that as much as Kenyans are quite irked by the kind of spending at the county level, we must rationalize this gag on account of what the counties are allocated. I have made this pertinent point every time we discuss revenue and that is why for the first time and future times, I will register a no vote. As you are discussing about capping revenues, the Mombasa County still gets much less allocation than its wage bill. We have a wage bill of Kshs4.7 billion and we Kshs4.5 billion based on the CRA formula. Then ... view
  • 5 Aug 2014 in Senate: Mr. Chairman, Sir, Sen. (Eng.) Muriuki has intimidated me. On account of that, I have been registering a “no” vote. Last week, that “no” vote was my vote. In any other subsequent amendments and discussions, I will vote “no” until Mombasa County can, first and foremost, pay its wage bill before we discuss any other thing. Thank you. view
  • 31 Jul 2014 in National Assembly: Mr. Temporary Speaker, Sir, first, I want to use the opportunity you have accorded me to profusely apologize for the slight oversight. I think I had gone to empathize with one of our strikers who was doing a fabulous job. In the spur of that moment, he called me so casually and I responded casually. I also came back to this side casually--- view

  • 31 Jul 2014 in National Assembly: That is exactly why I am apologizing. Mr. Temporary Speaker, Sir, I rise particularly to support this Motion. I think just this morning when I saw the Speaker at the Nyayo Stadium, my first request to him was that, it appears to me that there is so much Business of the House. I told him that it would be disastrous for us to proceed for this recess because we can only be recalled, particularly for the Motion of impeachment and other Motions that were urgent in terms of dispensing of them as the Senate, including the County Allocation of Revenue ... view
  • 31 Jul 2014 in National Assembly: Mr. Deputy Speaker, Sir, it is just an opinion because I spoke to one or two that I met at the Co-operative Bank. However, I want to withdraw that so that it does not generalize. Mr. Temporary Speaker, Sir, that said and done, for us to avert the burdens on us, I think it is important that we have the right budgets to do these types of things. Mr. Temporary Speaker, Sir, I beg to support the Motion. view
  • 23 Jul 2014 in Senate: Mr. Deputy Speaker, Sir, I just wanted to add my voice to the matter, being a matter of great public interest and urgency. I think it will be reasonable for us to have the statement as soon as practically possible, which is next week, so that we can dispense of this matter. We will come back from the break--- No, no--- view
  • 23 Jul 2014 in Senate: That we have the answer on Wednesday because Tuesday will be a public holiday. view
