Mr. Temporary Speaker, Sir, I do not know but the initial question did not include the issue of sabotage. I am not aware of any sabotage unless there are further investigations to be carried out and additional evidence provided to that effect. However, all I can say is that as Chairperson of the Committee on Agriculture, Livestock and Fisheries and as a Committee, we are concerned about the delay in procurement of fertilizer. Thank you, Mr. Temporary Speaker, Sir. On this Statement, the answer is the same as the earlier one; that we have not received any response from the Ministry but we have reminded them of the urgency in view of the sanctity of life, but surely, we had enough food. Even our stores in Kitale were overflowing with food and we see no reason as to why some of this food should not be provided to the people. I will give a provisional answer by tomorrow.

If you look at any country that is categorized as developed, fishing occupies a key position. Thank you, Madam Temporary Speaker. In my view, unless such a conference is organized by the Senate, it makes no sense to go there. This is because there has never been a conference with the Governors that has ended with any form of respectable protocol. We have always come out disappointed. During the devolution conference in Kisumu we were lumped together with the Members of the County Assemblies (MCAs).
