  • 21 Jul 2015 in Senate: Madam Temporary Speaker, education is no longer a luxury because for most employment opportunities right now, the minimum qualification is a degree. It is no longer a Form Four certificate as it used to be. Even to be a teller in the bank, that is issuing money and counting money, you must have a degree. I do not agree with it because I do not understand why someone who is issuing money should have a degree. We want degrees from our universities to be recognized not only here, but elsewhere, so that our youth can be trained elsewhere. We have had so many engagements with contractors in this country like the railway, oil drilling and so forth. What technology are they transferring to our people? I believe that this is arising from the need of his county – which is starting almost from scratch – to have facilities at the County Headquarters. This is an issue that should have been done right from the time devolution came into place. The TA should have looked into this matter and brought it forward.   • 15 Jul 2015 in Senate: Mr. Speaker, Sir, I understand that it has been the policy of the Government that Small and Medium Scale Enterprises (SMEs) are the key to developing this country and they should be encouraged. I want a clarification as to why the Government has decided that it is only foreign institutions that are supposed to be involved in the banking sector and not SMEs. view

The issues were as follows:- (1) When will the construction work begin? (2) Which contractor was awarded the contract and what would be the estimated cost of construction at completion? (3) Which other social benefit will the people living in the neighbourhood accrue from the project? This is because the answer we have here is that the consultants did the design works in 2013 and 2014. The construction was planned to start in the following Finanicial Year 2014/2015. As to when it is going to start, I want to assure the Senator that in this answer, the corporation deems this project as an item of priority.
