  • 14 Jul 2015 in Senate: Mr. Speaker, Sir, could the Chairman seek to find out whether, indeed, the file has been forwarded to the DPP, because he confirmed to us in the Committee that the file has not reached them? Could he also confirm that these two boys were actually grazing their animals and had milk, which the rangers themselves drank? Could he further confirm that the boys were not armed? Indeed, they were not armed and just executed. view

Sang for bringing yet another very important Bill that seeks to make devolution meaningful, as envisaged in the Constitution.   • 9 Jul 2015 in Senate: Mr. Speaker, Sir, I thank the Chairperson and the Ministry for being frank and saying that the South African visa regime on Kenyans is hostile and wanting. The Chairperson indicated that the Government of Kenya had reciprocated by instituting similar measures but had to withdraw them. Could she clarify what interest forced us to backtrack on what we had undertaken? The visa regime that South Africa has with Europe is much better and yet we are their brothers in the same continent. I believe that there must have been a consultancy firm which ensures that standards are maintained. What steps have been taken to ensure that the supervising firm has been called upon to account for the shoddy job they did, including ensuring that they are penalized and even blacklisted, so that they do not supervise similar works? view

First, I want to thank the sponsor of the Bill for coming up with it at this time when we are trying to establish counties. It is very important that employees of any institution have a pension scheme that is predictable, reliable and which makes economic sense.
