In as much as it appears to be touching on small sections of the law to be amended, but they may have a lot of implications in as far as legislation in particular areas is concerned. I note that there are amendments relating to agriculture, livestock and so forth, but I am not aware that my Committee on Agriculture which is the relevant committee has had a chance to look at the necessary amendments.   • 27 Nov 2014 in Senate: Mr. Speaker, Sir, I stand to support the amendments except for a few areas that I will briefly touch on. On the issue of Urban Areas and Cities Act, I find the amendments here quite in order. The original Act made conditions so difficult that we ended up demoting urban centres which had certain status for long. An example is Kitale which has been a municipality as long as I can remember but it is now not a municipality. The law should also recognise the present status and not make things so difficult. As a Member of the Committee on Agriculture, Livestock and Fisheries, and knowing that we have been grappling with issues concerning food security and the central role that fertiliser and animal foodstuffs play, this Bill could not have come at the right time. This is the right time especially now that our Constitution guarantees every Kenyan a right to quality food. Today, some of the animal feeds that you find in the market is substandard and yet it is sold very expensively. There has all along been need for regulating the manufacture of animal feeds and distribution so that the farmers get value for their money and so that food production is enhanced.
