  • 2 Oct 2013 in Senate: Mr. Temporary Speaker, Sir, thank you for giving me a chance to contribute to this debate. There are many issues that have been raised in the report and I think some of them are excuses. The question we should ask ourselves is whether the officers, that is, the county assembly and the executive knew what they were doing when they did what they did. The answer to that is, yes. Each one of them was conscious. If they were able to pinpoint and make amendments in certain areas, then they knew what they were doing. It was deliberate they were ... view
  • 1 Oct 2013 in Senate: Mr. Deputy Speaker, Sir, last Thursday, I stood to support this Motion that the functions of the Kenya Rural Roads Authority (KeRRA) be devolved to the counties. As per the Constitution, rural access roads are a function of county governments. So, the management of KeRRA should be taken over by county governments. If there is anything that needs to be devolved because it impacts directly on the economy of the people, it is rural access roads. In the counties, these are the roads that serve the public the most and enable farmers to deliver their produce to the markets. The ... view
  • 1 Oct 2013 in Senate: Mr. Temporary Speaker, Sir, I rise to support this very important Motion. I congratulate Sen. Lonyangapuo for bringing another very important Motion to this Senate. Mr. Temporary Speaker, Sir, the role of elders in society is longstanding and the work that they have done is invaluable. Their work ranges from offering guidance to communities to being mentors for the youth on cultural and moral issues. Every society has rules which govern it, that ensure that there is order, prosperity and harmony within society. In our traditional setting, there are cultures which gladly the current Constitution recognizes. The elders play a ... view
  • 26 Sep 2013 in Senate: Thank you, Mr. Temporary Speaker, Sir. I stand to support this Motion. In doing so, I want to say that the system whereby the counties get their allocations on a monthly basis is laudable, especially because the counties do not have any other sources of money to spend if we were to stagger it on the basis of quarters. The counties do not have the facilities to borrow on a short-term basis to even meet the basic expenditures like salaries. So, I want to thank the Committee for agreeing to that system of payment. Mr. Temporary Speaker, Sir, looking at ... view
  • 26 Sep 2013 in Senate: Thank you Mr. Temporary Speaker. I stand to support this Motion. I would like to thank the Engineer Senator for bringing this important Motion. Road transport is key to any development that we seek to achieve and more specifically in the rural areas. I believe that all of us, while we were campaigning; the major issue that the public wanted us to address was roads. We promised that when we get here and since there is devolution, the roads would be fixed. As I speak, the roads in the counties leave a lot to be desired. In Trans Nzoia County, ... view
  • 24 Sep 2013 in Senate: Thank you, Madam Temporary Speaker. I want to join fellow Senators in conveying condolences on behalf of the people of Trans Nzoia for the loss of Kenyan citizens and others. I wish a quick recovery to those who were injured. I also want to commend the manner in which all Kenyans at all levels, starting with the leadership, have handled this matter with utmost unity and patriotism. This is what we should always do because it is our nation which is under threat. I asked myself; why Kenya? Every time it is happening in Eastleigh, Mandera and other parts of ... view

  • 18 Sep 2013 in Senate: Madam Temporary Speaker, I stand to second this Motion by, first of all, congratulating the Mover for bringing this Motion which is really at the core of security in our country. Insecurity has heightened in recent years to worrying levels such that in this House, there is no day that goes by without several Members raising concerns about insecurity in their counties. Madam Temporary Speaker, this has also brought about the need and the calls for reform in the police service. As we reform the police service, we do not seem to hear much about the role of the police ... view
  • 17 Sep 2013 in Senate: Mr. Speaker, Sir, I stand to support the Motion as amended. This Motion seeks to address the serious issues of health that our people continue to face, particularly in the rural areas. Mr. Speaker, Sir, there are several areas that need to be addressed by this Board. While we are decentralizing, they also need to up their activities and report to the public. I have in mind issues of diagnosis. In many areas, there are laboratories that have sprung up which purport to give diagnosis but in most cases give wrong diagnosis, patients end up being treated for wrong ailments ... view
