  • 28 Mar 2007 in National Assembly: Mr. Speaker, Sir, pyrethrum is a mainstay economic crop in my constituency. It is dying and my people are getting poorer now. The action the Minister has taken, I think, is right, because I remember that even when the President came to Kisii, he promised that he was going to pay all the farmers what was due to them at that time. If the directors are the ones who have delayed payments, that is a very good idea. view
  • 28 Mar 2007 in National Assembly: Mr. Speaker, Sir, the directors are in two categories. Some are elected while some were appointed by the Minister. We understand that the Chairman--- view
  • 28 Mar 2007 in National Assembly: Mr. Speaker, Sir, the Chairman who is also an elected Board member has not been suspended. What is the reason for him to be left, yet all the other directors have been removed? view
  • 7 Dec 2006 in National Assembly: asked the Minister for Co-operative Development and Marketing:- (a) how many employees had their services terminated when KCC Ltd was put under receivership in August, 1996; and, (b) how much were the employees owed in form of terminal benefits and when they will be paid. view
  • 7 Dec 2006 in National Assembly: Mr. Speaker, Sir, how many were those employees when their services were terminated in 1996? If KCC Ltd was sold, was it not a priority to pay the workers from the proceeds realised? Some of those workers had worked for that company for many years and had many expenses to meet, including paying school fees for their children. view
  • 7 Dec 2006 in National Assembly: Mr. Speaker, Sir, is it not the responsibility of the Government to protect all workers of this country no matter where they work? Are all those employers not recognised by the Government? Could the Government ensure that those employees who have suffered for many years are paid their dues? view
  • 6 Dec 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, from the history that has been given by the Assistant Minister, you realise that it has taken very many years to make this road. When you go to those areas of Kisii, they know that Kisii-Chemosit Road has been used as a political 4172 PARLIAMENTARY DEBATES December 6, 2006 tool. Every time there was going to be an election, they used to be told: "Now vote for us because we are going to make this road." However, after the elections, the road is not there. We should appreciate that the Government now has made it ... view
  • 5 Dec 2006 in National Assembly: Mr. Speaker, Sir, the NCPB has very many stores and other facilities, like residential houses, throughout the country; which have been abandoned. Could the NCPB make use of those facilities? If the NCPB is not able to use the facilities, could they be put on sale to raise money with which to develop the few facilities that are being made use of? view
  • 5 Dec 2006 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order, because he is answering a different question? The question I asked him is:- There are so many properties and stores that are redundant and idle throughout the country. Could they use them or sell them so that they can get money to use for other developments of the NCPB? He is now answering a different question altogether! Is he in order? 4120 PARLIAMENTARY DEBATES December 5, 2006 view
  • 16 Nov 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I am speaking on behalf of the Committee on Health, Housing, Labour and Social Welfare, as the Chairman. This Bill was referred to my Committee on 1st November, 2006, when it was read the First Time. I must take this opportunity to thank the House and all those whom we have worked with to make it possible for it to come before this House at this time. Mr. Temporary Deputy Speaker, Sir, history shows that the Tobacco Bill has been coming to this House, year in, year out; from 1999. However, it has ... view
