Mr. Speaker, Sir, the issue of poisoning of water in that area has caused a lot of security tensions. You will remember that even last week, there was a fight in that area where one community is being alleged to have poisoned the water. The Assistant Minister has said that samples of water have been taken to the Government Chemist to identify which type of poison was put in that water. Mr. Deputy Speaker, Sir, I would like to thank the Assistant Minister for that comprehensive answer. We understand very well that Uasin Gishu District has no district hospital. Once Eldoret District Hospital was elevated to a referral hospital, indeed, they got a makeshift of a DC's Office which was very dilapidated and put a hospital there. They are calling it a district hospital without any facilities. How do we serve the people of Uasin Gishu when they have no theatre, laboratory, X-Ray or labour room? Mr. Deputy Speaker, Sir, thank you for the concern by the Ministry. I am wondering if the Government does not have land in Uasin Gishu. Could the Government not allocate land for the district so that they can put up a district hospital? However, we have about 95 members of staff working in that hospital and there are so many other health centres around that do not have staff. For example, we have two doctors, eight clinical officers and 40 nurses without working facilities. Could they distribute the staff members to other health centres in the district so that they ...

Thank you, Mr. Speaker, Sir. Staffing in the Ministry of Health is very crucial because, lately, with the Constituencies Development Fund (CDF), so many health centres have been put up in the whole country but only a few have been gazetted. Very many are due for gazettement and so many of them are still under construction. But those ones which have been gazetted have not been given any staff! Mr. Speaker, Sir, the Assistant Minister is talking of students with April 11, 2007 PARLIAMENTARY DEBATES 545 disability who should be given extra time for examinations. However, does it not matter the kind of disability? If a student has a lame leg, do you have to give extra time for examination because he or she is disabled? I thought the brain is what we should talk about. Education depends on the brain. What kind of disability is he talking about, so that he does not mislead students who are disabled out there in villages?

On a point of order, Mr. Speaker, Sir. The issue was very clear that there are a lot of problems on our roads with regard to road users, and especially matatus . Ideally, we do not want to know what the Ministry does. What we are interested in are the roads. Could the Minister tell us how he will control the problems that we face on our roads? Is he in order to tell us everything about his Ministry?
