Mr. Deputy Speaker, Sir, when the HIV/AIDS control programme was introduced, it was very elaborate and people were told to form CBOs and make proposals for funding. Mr. Speaker, Sir, Mr. Omwenga disappeared 16 years ago. It took a long time to declare him dead. According to the law one should be declared dead after seven years. During all this time the family has been going to the Ministry to try and get benefits but they are not being helped. The court has declared him dead. Whenever his family goes to claim his benefits they are asked to produce a death certificate. Thank you, Mr. Speaker, Sir. The Assistant Minister has given us some misleading information. When the wife of the deceased went to see the people in his office, they told her that they wanted to see the death certificate so that they could calculate her husband's gratuity. They did not tell her to go to the NSSF! That is why they are bothering to go to the Ministry to get gratuity. Could we know whether Okenyori will be paid gratuity or not? Mr. Deputy Speaker, Sir, we want to know which recruitment the Assistant Minister is talking about. There are two recruitments that are going on for nurses. One is by the Public Service Commission and the other, I think, is by the Bill Gates Foundation or the American International support for public health. Which one is the Assistant Minister referring to? If it is by the Bill Gates Foundation, are they going to absorb them in the Public Service? Mr. Speaker, Sir, in appointing Board members, is there a maximum period that a member can serve one school Board? We have seen some members who have been appointed to serve for even 10 or 15 years in one Board. Is there any regulation on how long and how many times one can be appointed a Board member?

Mr. Deputy Speaker, Sir, Arsim Lutheran Dispensary is a mission dispensary. I have heard the Assistant Minister say that the hon. Member can use part of his CDF money to develop that dispensary, which is a private health facility. Why should the Ministry not put up a Government dispensary or health centre, so that the hon. Member can use CDF money to construct a maternity unit as an additional facility? This is not a Government dispensary, but a private dispensary!

Mr. Temporary Deputy Speaker, Sir, we should thank the Government for opening up a mission in Brazil. This mission will cover South America. South America used to be covered from Washington and Canada. Are there any plans of putting up our own buildings in Brazil because when we recently visited Brazil, they were allocating free land for us to put up our missions?
