Mr. Chairman, Sir, I beg to move:- THAT, Clause 8 of the Bill be amended- (a) by deleting the word "him," appearing in Sub-Clause (1) and substituting therefor the words "such accounting officer"; (b) by deleting the words "authorized by him on his own behalf," appearing in paragraph (b) of Sub-Clause (3) and substituting therefor the words "personally authorized." Mr. Chairman, Sir, I am moving this amendment because such accounting officer could necessarily not be a "him", but a "she" or a "her." Therefore, the word "him" should be deleted and substitute therefor the words "such accounting officer."
