  • 14 Apr 2015 in National Assembly: North Eastern region. They must tell us exactly what is happening. They are part of us but let us call a spade a spade. They should come out clean because everything on insecurity whether it is Westgate or wherever is about Somalis. So, let them come out particularly now that their leaders are saying they are ready to name. view
  • 14 Apr 2015 in National Assembly: Thank you. So, what we are saying because you can see temperatures are rising in this country is that we know we are one Kenya and no Kenyan is greater than the other. So, we are telling our brothers in North Eastern to rise above board. We can no longer have this issue of insecurity. We are pointing fingers at you. If it is leaders, we know each other and we are saying like some of us who have been victims of Mungiki that: If we have been able to deal with Mungiki, we should be able to deal with ... view
  • 1 Apr 2015 in National Assembly: Thank you, hon. Deputy Speaker. I would like to support the President‟s Speech. I would like to start with the apology that he gave. I want to look at that apology in the context that it was given. We all agree that in this country since Independence and even before there have been lots of social and economic injustices meted to Kenyans. The injustices were directed at certain individuals, families and regions. We have had political assassinations; I do not need to name all the political assassinations that have occurred in this country. We have had historical land injustices before ... view
  • 1 Apr 2015 in National Assembly: fought if this country is to achieve the double-digit growth rate and stop the runaway inflation. However, I have reservations. Article 1 of the Constitution talks about sovereign power being exercised through elected leaders. From this Article, I am convinced that the issue of stepping aside must be followed through the due process. An Executive order may not prevail. Reading Article 1 together with Article 50 of the Constitution, I am even more convinced that this will not work. It talks about the presumption of innocence until proved guilty. Nobody should be condemned unheard. Everybody is entitled to a speedy ... view
  • 25 Mar 2015 in National Assembly: Thank you so much, hon. Temporary Deputy Speaker. If Kiswahili was the major medium of instruction in this House, most of us would not be here. I have sat here listening to the contribution of Members. I realize that when you speak English, but without the Queen’s accent, people laugh at you. This is even common amongst our children. However, when you are not able to communicate in Kiswahili, it is prestigious. We have gone through school and we know that English is the medium of instruction. It is high time we experienced a change of attitude. What is in ... view

  • 5 Mar 2015 in National Assembly: Thank you, hon. Speaker. I rise in support of these Senate amendments. I have gone through them. In Clause 2, the Senate is merely aligning the Bill to Article 27 of the Constitution on equality and freedom from discrimination, Article 54 on persons with disabilities, Article 55 on the youth and Article 227(1) which says that:- “When a State organ or any other public entity contracts for goods and services, it shall do so in accordance with a system that is fair, equitable, transparent and cost-effective.” I do not see anything wrong in that clause. In fact, it is merely ... view
  • 5 Mar 2015 in National Assembly: In Clause 3(d), the Senate has merely defined a public entity. The new constitutional dispensation recognises the various levels of the Government namely, the county governments and the national Government. There are other institutions like the constitutional commissions, independent offices, State corporations and schools. They are merely expanding the definition of a public entity. I do not see anything wrong with that. The electronic version of the Official Hansard Report is for information purposesonly. • 5 Mar 2015 in National Assembly: I support the amendments and I take the sentiments of the other Members of this House who have said that we need to move these amendments and approve them as fast as possible so that the 30 per cent of our disadvantaged members of our society can take part in this big business in a political system. We need them so that we can promote creativity and innovation among our youth. view
