Temporary Deputy Chairlady, I beg to move:- THAT, Clause 2 of the Bill be amended by deleting the definition of “project management committee” and substituting therefor the following new definition— “project management committee” means a committee appointed by the Constituency Committee to implement a project; We have mentioned the expression “project management committee” severally in the main Act and I was of the view that we need to define it. So, this is purely a technical issue. I have simply defined it as a committee that has been appointed by the CDFC to do a project. view

The best part of this Bill was the fact that there is no new body that is being created by this Bill. I have heard our dear President saying that we have so many parastatals and statutory bodies being created by Parliament. They are bloating our workforce and wage bill.   • 19 Nov 2015 in National Assembly: First, is the issue of the inter-play between private and public entities in this Bill. There appears to be some form of confusion. I draw your attention to Clause 2 on the interpretation of the term “Information” and I read:- “Information is defined as includes all records held by a public entity---.” So, the operative term here is public entity. It, therefore, presumes that information which has been detailed in this Bill is only the one held by a public entity.   • 19 Nov 2015 in National Assembly: personal information held by it relating to the applicant, which is out of date, inaccurate or incomplete.” That is fine, but I was wondering whether when you get this information and then you make a reliance on it, for instance, you transact, and then it turns out that, that information was false. Should the person who provided that information bear some form of loss? I belong to the school of thought that, that person should be made to pay. My idea was that we need to protect poor and bright students. We invest in them and then the Government also comes up with a mechanism to give them some money.   • 18 Nov 2015 in National Assembly: The rationale of that amendment is that we need to protect young and bright students who are unable to go through our public secondary schools. I have noted that, indeed, when you go to any constituency, you will find even top students in a public school failing to go to top notch schools. I have noted that secondary schools like Mangu High School and Alliance have now been privatised in a sense. But they perform the important role of inspecting schools, coming up with reports and ensuring that teachers do a productive job. I will see how that can be integrated into my amendments in order for us to help our inspectors ensure that our schools are inspected on a regular basis.   • 18 Nov 2015 in National Assembly: Thank you, Hon. Speaker. I rise to support this Bill, but allow me to raise some pertinent issues, which are not clear to me. The first issue I am going to raise regards tax relief. I have noted that we do not have any chapter in this Bill that deals with tax reliefs. In normal tax law, you will find that there are some people who get some reliefs, for instance, a married couple. The idea is to avoid what we call double taxation.
