  • 28 Nov 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for this opportunity. I want to join my colleagues in thanking the Mover of this Bill. It is an important Bill for this country, especially at the level we are in terms of development. Mr. Temporary Deputy Speaker, Sir, when we talk about industries, development and economic development in the country we focus on the major industries such as the international industries and so on. However, you will agree with me that the small sector or medium level sector is actually the one which drives the economy. If the Jua Kali sector and ... view
  • 21 Nov 2012 in National Assembly: Mr. Speaker, Sir, I remember about two years ago, I asked a similar Question about increment of zonal and quality assurance officers and the answer was similar to the one which has been given now. It said that they are working on a structure and once it is ready, they will be able to employ officers and services would improve. It is even worse in some areas like in my constituency where we have about 200 schools with only six officers. How long will the Minister take to finish this restructuring and employ inspectors of schools because it looks like ... view
  • 21 Nov 2012 in National Assembly: Mr. Speaker, Sir, this constituency is actually formed by three districts. So, in effect, there were no roads interlinking it. Between the Lower Yatta and the other two districts, there is Thiba River which is actually a bigger river with a very big span. Could the Minister ask the Regional Manager the possibility of opening that area, so that he can use his special funds to do so because none of the CRCs can handle the opening of that constituency? view
  • 10 Oct 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to make a few comments in support of this important Bill. First of all, I want to thank my sister and colleague, hon. (Dr.) Laboso, for bringing this Bill. This is because we have had social problems in the country and also some kind of assistance, but very unco-ordinated. I am very happy that we are seeking an authority to address this issue. Maybe, with a light touch, I would have preferred that Dr. Laboso should have had a man to second this Bill, view
  • 3 Oct 2012 in National Assembly: Mr. Deputy Speaker, Sir, listening to the Minister, although I agree with him and he is new - we need to congratulate him for the appointment - it is very disappointing that the Government has not addressed this issue. Children as young as five years are committing suicide. We have suicide cases ranging all the way to the university level. Can the Minister commit himself to urgently research on the issues affecting the youth so that they do not commit suicide and develop mechanisms to curb this problem? view
  • 5 Sep 2012 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. The Minister is not in order to say that this House did not approve because the process is that the Ministry proposes the Budget and Members either endorse it or otherwise. I am a Member of the Budget Committee and I remember that in Naivasha we fought for this issue. So it is not in order for the Minister to say that Members of this House did not support the Budget provision for teachers. view
  • 23 Aug 2012 in National Assembly: Thank you, Mr. Speaker, Sir. The issue of Mr. Njoroge may not be isolated. I remember there was a similar incident in my constituency about ten years ago where a student went for a P1 course and after two years, when he took his certificates to the KNEC, he was told that there was a discrepancy with the certificate. What caused this discrepancy and to what extent is the discrepancy? Could some people be going to college with different grades from what they actually obtained? view

  • 15 Aug 2012 in National Assembly: Mr. Speaker, Sir, the situation in Wajir South is replicated everywhere in this country, especially in constituencies like mine where we have an area of 12,000 kilometres square. The Minister and the Cabinet have been assuring Kenyans view
