  • 3 Nov 2010 in National Assembly: Mr. Deputy Speaker, Sir, I think what the Member for Yatta asked the Minister for Energy is an example of what is going on in the country. The truth of the matter is that we have so many projects in the country which are incomplete. For example, in my constituency, projects for 2008 and 2009 were left half way and now they are doing a third project. I have raised this matter with REA and the situation on the ground is that many projects are left half way and then another one is started. Could the Minister undertake to, first ... view
  • 13 Oct 2010 in National Assembly: Mr. Deputy Speaker, Sir, I am concerned about the answer given by the Minister because last year we raised the same issue of roads which had been destroyed by the El Nino rains. He promised to look into the matter and up to date no special funds have been allocated, especially in my constituency. What is the Minister doing with what was destroyed last year, as he does a survey for what is being destroyed by the current rains? view
  • 26 Aug 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. In fact, I was about to rise on a point of order on that issue. I am the Vice-Chairman of the Committee and I am representing my able Chairman, who is in the House but he has just come from an overseas assignment. Therefore, we will give him time to rest. I would like to say that our Committee is mandated to undertake issues on transport, roads, public works, construction and maintenance of roads, rails, buildings, airfields, seaports and housing. Mr. Temporary Deputy Speaker, Sir, in considering the estimates of the Ministry of ... view
  • 26 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would also like to urge the Minister to expedite the proposed road investment plan, which I think he has mentioned, so that we can move on positively in our road management. So, I would like to urge the Minister to ensure strict enforcement of quality workmanship on our roads and bridges. While we praise the Ministry for doing a lot of work, you will agree with me that some projects have not been done up to standard. We have raised complaints about some specific contractors who take so long to complete their projects and ... view
  • 26 Aug 2010 in National Assembly: With those few remarks, I think the rest will be covered by my colleagues. I beg to support. view
  • 25 Aug 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for this opportunity. One misconception that we normally have is that when we talk about food security we always think about the Ministry of Agriculture. Many Kenyans and, indeed, a very large of this country depend on livestock for their livelihood. It is, therefore, very important that we take this Ministry to be very important. The Minister has tried under these circumstances. We have given him a very small budget year in year out and yet we expect him to deliver so much. If you really want to have food security or sufficient ... view
  • 24 Aug 2010 in National Assembly: Mr. Speaker, Sir, I would like the Assistant Minister to clarify whether the recruitment is based on districts or constituencies. This is because we have a situation in the greater Kitui, where we have a zone called Voo which is administratively in Mutomo and it is in Mutito Constituency. When they went to Mutomo, they were turned down because they are not in Kitui South Constituency. Likewise, when they went to Mutito, they were turned down. So, in the process, they got lost. If the recruitment is per constituency, could the Assistant Minister direct the relevant constituency to recruit them? view
  • 19 Aug 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I want to start by congratulating the Minister who has been appointed in a substantive capacity. I know he is competent to do that job. We have said a lot and we have had time to interact with the Minister and his Ministry officials at the Committee level and I will only say a few things. We need to look at the Ministry of Transport in a new perspective. There are some things that we have talked about for such a long time. We have talked about the rules and regulations, the TLB ... view
  • 16 Jun 2010 in National Assembly: asked the Minister for Roads:- (a) whether he is aware that all rural roads in Mutomo (namely, Mutomo- Kamutei road across Tiva River, Ikutha-Kanziko-Mutha-Voo Road, Mutomo-Mutha- Tana River Road, Ikutha-Wiiti-Muvuko-Kitoo Road, Athi Market-Katilini-Ilengi Road, Ikanga-Nduu Ndune-Kasivisuni Road, Mutomo-Kiviu-Kisayani-Mbitini Road, Mutomo- Uae-Kiangwa-Mbitini Road, and Mutomo-Kinakoni-Voo Road) are currently impassable because most drifts, bridges and culverts have been washed away; and, (b) whether he could urgently provide emergency funds to reconstruct these bridges, culverts and drifts and also undertake murraming on the damaged sections. view
  • 16 Jun 2010 in National Assembly: Mr. Speaker, Sir, I think my Question to the Minister was very clear. The money we have for the regular maintenance of Kshs19 million, as he has already suggested, is not sufficient, given the level of damage done to the roads in the districts. Could the Minister source some funds under an emergency arrangement so that we can put these drifts, culverts and bridges in place so that the roads can be passable in this district? view
