  • 16 Mar 2016 in National Assembly: Yes, I request so. That is because when I used the word “resolves”, I was told that I made it a money Bill. I had to go to the safe ground. I do not know whether that will apply in this case. If it were to be the case, then I would go with the word “resolves” other than “urges.” view
  • 16 Mar 2016 in National Assembly: Hon. Temporary Deputy Speaker, I propose that the Motion be amended by deleting the word “urge” and replace it with the word “resolves.” view
  • 16 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I have 10 minutes. I want to give each of the following Members, at least, one minute. They are Hon. Mwinga Gunga, Hon. Fatuma Ibrahim, Hon. Ibrahim Saney, Hon. (Dr.) Chebet and Hon. Mwadime. view
  • 16 Mar 2016 in National Assembly: Hon. Temporary Deputy Speaker, six minutes. One minute each to those Hon. Members and then I can finish replying within the remaining minutes. view

  • 9 Mar 2016 in National Assembly: Thank you, Hon. Speaker. I wish to make my remarks regarding this Bill. It is a rather ambitious Bill because it seeks to consolidate many provisions within our critical sector of the economy. Energy is a key concern across the world because it has a lot of impact in terms of development of a country. If you have enough energy resources, then it means you can process many other resources so as to industrialise, commercialise and ensure you are dealing with the deficiencies and problems that affect your people and, therefore, removing them from poverty. view
  • 9 Mar 2016 in National Assembly: Hon. Speaker, more often than not, countries have not been able to expand the capacity they have in terms of energy generation. We have found ourselves in a situation where debate at the global level is whether we are spending too much energy to the point that there is climate change, while on other side, there are many countries that would like to develop and would continue to utilise the natural resources they have so that they can market their ideas and remove their people from poverty. Kenya has had a robust regime when it comes to energy use but ... view
