Thank you very much, Hon. Temporary Deputy Speaker. I rise to make my contributions concerning this Bill. Of late, in my national duties, I have been travelling across the counties. I have been to various counties, the last one being Tana River, where I was privileged to visit their County Assembly. Previously, I was in Nyeri, where I was also caught up in their local politics. In Tana River County, they told me that they were building their own “Continental House” to have offices for Members of the County Assembly (MCAs). However, they have replicated the mistake of Continental House where Members of Parliament (MPs) share the same offices with their Personal Assistants (PAs) and secretaries. I thought they would have been a bit more innovative. Having said so, in all matters, the issue of county assemblies is basically like small MPs. public appointments for county assemblies. We should give security of tenure to the equivalence of Cabinet Secretaries (CSs) at the county levels and some kind of roles primarily so that they are not just clerks of governors. That way, they can competently appear before various Committees of the county assemblies and answer questions. We have heard stories of people who have no control of their budgets and those who can be dropped and changed at will. It is okay because they serve at the pleasure of the governors, but that also weakens the supervisory role of the county assemblies. It ...

Thank you, Hon. Speaker. I rise to support this Petition particularly because if you look at the growth of macadamia, there is a very clear pattern. It is a sector which is highly dominated by a few cartels of individuals who do not want a free market economy to thrive for farmers to benefit. Even before the 1980s, there were very many macadamia trees that coexisted with other plants in many farms across the Central Kenya region but we no longer see them. Thank you, Hon. Temporary Deputy Chairman. I stand to oppose this amendment. You need to ensure that the courts have the latitude to determine what would amount to proper fines for whatever offence committed and, of course, proper sentences. When you limit, as years go by, you will find that some of these figures will reduce in value and the laws become obsolete. This will allow a lot of offences to be committed. I oppose.

went to the Budget and Appropriations Committee. I had to remove it from there because I wanted it to be passed. To be honest, it has been very frustrating. When you are frustrated, you do what you are being told to do. Instead of using the word “resolves,” you use “urge” so that it can come to the Floor of the House. Those are my frustrations.
