Katika nchi hii yetu, tumewaona watu wengi sana wakijitoza kwamba ni watetezi wa maskini lakini mwishowe wanajaribu kuwatapeli wale ambao wanafaa kuwa ni wanyonge zaidi. Thank you, Hon. Speaker. I rise to very highly support this Petition by my very good friend Hon. (Dr.) Makali Mulu. The braille transcribers are very critical in the education of learners with visual disabilities. I went through a special school – Thika School for the Blind. Those are the persons who were helping the totally blind students and the low vision learners to translate print into braille. The other issue is the need to ensure that we have what we call “unified braille”. That is because right now, we have Braille 1 and Braille 2. But there is need to ensure that we have a unified braille system for learners with visual disabilities. Thank you, Hon. Speaker. I rise to support the observations of the Petitioner because of some of the crimes that he has enumerated. Usually, people who are suspected do not get charged in any way. The conceptualization of the fact is that, if you have done tax evasion, money laundering or if you have been involved in drugs, you should be taken before a special commission. Thank you, Hon. Speaker. My constituency is persons with disabilities and, of course, there is none. The Constitution in Article 54 calls for 5 per cent of members of the public be persons with disabilities but, of course zero, is not progress and neither is it one.
