  • 29 Jul 2015 in National Assembly: When I have conversations with police officers, they tell me that even the senior police administration sometimes fails to take action because if it were to and be seen to be jeopardising the work of a police officer who is involved in certain malpractices or serious allegations against them, they can as well be waylaid and killed or harmed when they are out of work. Indeed, Kenyans are aware. We have heard of many stories of senior Criminal Investigation Department (CID) officers being killed or police officers being carjacked. They disappear without trace principally because of some of the cases ... view
  • 29 Jul 2015 in National Assembly: However, if you look at the remuneration and welfare of the police, it leaves a lot to be done. First and foremost, I remember a police officer telling me that sometimes you hear police officers killing each other because they are sharing a house. When you leave your house, the The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 29 Jul 2015 in National Assembly: other man may go and try to befriend your wife. You can imagine the privacy that is required of a home. I married recently. So, that is in itself something that any man can kill for. You are talking about people who are underemployed, underpaid, armed and do very distressing jobs. When you look at the danger that the police go through in chasing criminals and yet for a very long time they do not even have insurance, you wonder how they fund their medication. There has been a proposal in the current Budget to allocate Kshs7 billion towards the ... view
  • 29 Jul 2015 in National Assembly: I would like to urge the NPSC to take up this matter. We will support it as a House so that we can have a clean police force that will defend the people of Kenya. Hon. Temporary Deputy Speaker, I support. view
  • 29 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. This Sessional Paper is very important to the youth of this country because, for a long time, young people have been giving their free services to the Government, Non-Governmental Organizations (NGOs) and even churches for purposes of getting accredited for graduation, but there has not been any kind of reward or guideline in terms of their engagement. The only incentive that the young people have been told is that in their CVs, they do not need to say that they are not being paid. In fact, my own experience has been that if you ... view

  • 10 Jun 2015 in National Assembly: Hon. Temporary Deputy Speaker, I apologise for not having my card. I rise to support this Bill with two observations. One, the two students’ representatives are supposed to be appointed or elected. My thoughts are that they will be from among the students’ leaders elected by the students. Having been a student leader at the Kenyatta University, I want to imagine that this process needs to be guided so that it is not manipulated by the Vice-Chancellors. Most of the time, they would want to have their own puppets in this Board. A student representative needs to be qualified further. ... view
  • 10 Jun 2015 in National Assembly: including this Parliament, and you have not cleared the loan, they keep on accumulating that. Eventually, even when they give you waivers, it is only a percentile of what has been accumulated. There must be a proper procedure. HELB must be accountable. Even if HELB wants to collect as much money for the need that is there now that we have many universities including some like Masaai Mara and Kabianga, we need to ensure that they do not exploit otherwise jobless Kenyans. It is not a crime not to be employed. I support. view

  • 10 Jun 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for that compliment. I am getting married on 27th June and not July, and all the Members of Parliament are invited. We will provide the details thereafter. I want to congratulate the Mover of this Motion.
