When he was the Minister for Culture and Social Services, he started what was then known as Youth Olympic Centres (YOCs). With the help of the German Government, he brought in a German coach and many footballers such as Bobby Ogola, Sammy Taabu, Mohamed Abbas, Owino Kempes and others were trained.
