  • 16 May 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I beg to second the Motion as moved by my able Chairperson concerning the County Allocation of Revenue Bill. From the outset, there are some issues that were raised. We had robust engagements with various stakeholders in order to ensure that we have a Bill that speaks to their concerns within the devolution spectrum.   • 15 May 2018 in Senate: Thank you Mr. Speaker, Sir. This is a serious issue because a lot of business transacted on the Floor of this House is done through Statements. However, the Chairpersons and Vice Chairpersons of Committees cannot be the representatives of the Executive in this House. When I was in the National Assembly and we tried to create a General Purposes Committee, there was protest from the Executive.   • 29 Mar 2018 in Senate: Madam Temporary Chairperson, when an amendment has been introduced, Members are given a chance to contribute because it is like Second Reading. While I agree with the proposal by Sen. (Eng.) Maina, I find it a bit interesting that the nominee to be approved through public participation by the county assembly is supposed to be proposed by the Senator. How can a Senator who is supposed to oversight a governor participates in nominating a candidate? It should be governor to nominate his or her running mate. This is one of those Bills that lapsed in the last Parliament for I remember discussing it in the National Assembly and it is important that we expedite it. In fact, while still on that issue, we need to do something to this House because it appears that we have very few Bills and we are engaging in Statements as if a lot of the work of this Senate is on Statements.
