  • 14 Dec 2017 in Senate: Thank you, Mr. Deputy Speaker, Sir. I note that I am speaking for the first time when you are in the Chair and so, I also, belatedly congratulate you for being our Deputy Speaker. I was lobbied by senior Sen. George Khaniri to come and make contribution. I did although I thought taking some few cups of tea would have been more productive. I am very glad I am here because I am now very well informed from the contributions of Members. The TSC as a institution has become lethargic by virtue of the fact that it is the biggest ... view
  • 6 Dec 2017 in Senate: Thank you, Mr. Speaker, Sir. First, I would like to apologize for moving when you were on your feet. Sometimes we get a bit rusty and forget some House procedures; so, I beg your pardon. Mr. Speaker, Sir, I stand here to mourn the passing on of Hon. Francis Nyenze; a man who was our Leader of Minority in the 11th Parliament. I remember Hon. Nyenze was a very calm person who would not hesitate to speak his mind on pertinent issues. Indeed, I will forever remember him for his advice when I was still new in the National Assembly. ... view
  • 6 Dec 2017 in Senate: Thank you, Mr. Speaker, Sir. From the outset, this is a very timely policy. I want to commend the Senate Majority Leader because he elucidated all the main points yesterday when he was moving this Motion. • 5 Dec 2017 in Senate: Thank you, Madam Temporary Speaker. First of all, I would like to appreciate the good job done by the Office of the Controller of Budget. This is a very comprehensive report that will guide the Senate when looking at how much money has been expended in the various counties. Just to note that it would have been good to have an abridged version, a popular version of the same, to flag out issues. You can imagine the “digestibility” of going through this whole booklet, if there is such an English word, for us, Senators. It becomes quite an uphill task. ... view
  • 5 Dec 2017 in Senate: Thank you, Madam Temporary Speaker. I did not get a copy. I just got the big book but it is okay. From what I have got, there are very interesting trends that are emerging here. First, we are not seeing budgets that are gender disaggregated. We do not see that even when we look at the development expenditure from various counties. I am yet to see projects that are flagged out to address disadvantaged groups of people, in this case, persons with disabilities and other marginalization groups that are inherent within various counties. Looking at the global budgets, I have ... view
  • 30 Nov 2017 in Senate: Mr. Speaker, Sir, based on the response by the Senate Majority Leader, it is quite clear that even when we have preferential procurement, there are challenges around the percentages. It is quite telling. If you look at even the numbers, the youth have 10,000 and women have 13,000 businesses; while PWDs only have a paltry 1,200 businesses. This really underscores issues to do with the bi-directional co-variance between poverty and disability. Clearly, there are issues there because if you look at the model that we copied from, it is actually from the South African broad based economic empowerment for previously ... view
  • 29 Nov 2017 in Senate: Thank you, Mr. Speaker, Sir. Clearly, the issue about this crop is really controversial. According to my basic research, there could be some evidence that this plant could have some medicinal value. There are many instances that have been cited to suggest that it can help some people. However, even then, it is controversial; it has not been proved beyond reasonable doubt that the medicinal extractions could be beyond reproach. Therefore, we are a young democracy and a young country. Our youth are prone to this drug abuse because of many predisposing factors. In my opinion, let us also be ... view
