  • 29 Nov 2017 in Senate: Thank you, Mr. Speaker, Sir. Before I comment on this issue, allow me just for the record to highly congratulate the young girl, Goldalyn Kakuya, the first girl with albinism who has topped the Kenya Certificate of Primary Education (KCPE) Exams for 2017. This is remarkable and it goes ahead to show that, indeed, any child, given an opportunity, can excel. It goes ahead to demystify issues of children or persons with albinism and indeed disabilities and any other marginalized groups of people. It is quite unfortunate to hear that universities are holding monies that are meant for statutory deductions ... view
  • 11 Oct 2017 in Senate: Mr. Speaker, Sir, I rise to support the establishment of this Select Committee. This Committee is very important because it seeks to fill the gap that is occasioned by the boycott that we are witnessing here. In my opinion the boycott is inconsequential. This is because if you were to look at the provisions of the very Constitution, you would realise that people are trying to abdicate their duties, but avoiding being declared not to have attended sittings. By default they go ahead to validate the plenary sittings of this august House. Our own Standing Orders provide that this Select ... view
  • 11 Oct 2017 in Senate: On a point of order, Mr. Speaker, Sir. Listening to the contributions of Members, and considering the time, a lot of issues have been canvassed yet the interest is still very high. With your indulgence, I propose that we reduce the speaking time to three minutes. view
  • 11 Oct 2017 in Senate: Thank you, Mr. Speaker, Sir. That is a good comical relief. Indeed, when you see the intensity of the rain, then you know that we are about to plant and harvest. Mr. Speaker, Sir, I rise to support this amendment. A lot has been said about it, but I do not think we can say that there is any single amendment that is not in the best interest of this country. All the amendments are anticipatory and, therefore, are designed to ensure that we avert a crisis in the event of a situation arising and there is a lacuna in ... view
  • 11 Oct 2017 in Senate: Kenyatta and his deputy, William Samoei arap Ruto. Hon. Raila Odinga, in my opinion, has failed to demonstrate leadership; he is an anarchist and in my own submission, I want to imagine that he wants to precipitate a constitutional crisis so that he view
  • 10 Oct 2017 in Senate: r. Speaker, Sir, I beg to move the following Motion, with the permission of the Senate Majority Leader:- THAT, AWARE that about 15 per cent of the Kenyan population is persons living with disabilities; APPRECIATING that the Government has taken several measures to avail certain privileges through the National Council for Persons with Disabilities to registered persons living with disabilities; NOTING that the National Hospital Insurance Fund (NHIF) is a contributory health insurance cover and the remittance of contributions for persons living with disabilities by Government for the cover, is not among the privileges extended to persons living with disabilities; ... view
  • 10 Oct 2017 in Senate: Thank you, Mr. Temporary Speaker, Sir. You, I and Sen. Seneta here are used to getting three minutes to speak in our earlier lives in the 11th Parliament. I am surprised to learn that here in the Senate, you have abundance of time to speak to the gallery and, of course, to the nation. When I was moving this Motion, I did not know that I had a record sixty minutes to do that. I was glad to learn from the Clerk at the Table that I was able to speak for twenty five minutes. Even now, I am supposed ... view
  • 10 Oct 2017 in Senate: Sorry for that; I forgot to mention Sen. Farhiya Haji. I want to thank you all for the robust way in which you have debated this Motion. view
  • 28 Sep 2017 in Senate: Mr. Temporary Speaker, Sir, I rise to support the appointment of Members to the select committee. As the Motion by the Senate Majority Leader has elucidated, it is clear that based on the Supreme Court ruling, we in Parliament have a responsibility to remove any ambiguities that would occasion a misinterpretation of the laws where we have been given responsibilities to legislate. Indeed, as a country, we are facing very extraordinary times because never before have we had a situation where our country has had to conduct a fresh election after we have just had one. If the challenges that ... view
  • 28 Sep 2017 in Senate: I am Sorry, Mr. Temporary Speaker, Sir. You have just given me the chance when my very good colleague, Sen. Shiyonga, has just concluded. But I was wondering whether it is in order for her to ask the House to be remorseful? On what basis are we supposed to be remorseful when passing laws? view
