Mr. Speaker, Sir, I would like to thank the Assistant Minister for trying to answer this Question. He has said that so far 60 per cent of the construction is done. He is assuring us that within another two weeks, the 40 per cent will be done. Could he inform the House whether he is sure that the remaining 40 per cent will be completed in the next weeks?

Mr. Speaker, Sir, the Assistant Minister has said that one of the reasons why this project is behind schedule is because of the non-submission of the first interim payment certificate. Could he inform the House how much the contractor has been paid? Will the Kshs8 million be sufficient to complete this project?

Mr. Deputy Speaker, Sir, I beg to ask the Minister for Agriculture the following Question by private Notice. (a) Is the Minister aware that the price of sugar in the country has risen astronomically in the past few weeks due to countrywide shortage? (b) What is the cause of the current shortage of the commodity? (c) What measures has the Ministry put in place to cushion consumers from the escalating prices of the commodity?

Mr. Deputy Speaker, Sir, the Assistant Minister has given so many reasons why the price of sugar has gone up; one being the closure of some sugar factories for maintenance, including Mumias Sugar Company. I am aware that in the next two months, more sugar factories will be closing down for maintenance for another two months. Does it mean that the price of sugar will still go up?

Mr. Speaker, Sir, indeed, the Assistant Minister has consulted me. I do agree, although he should bear in mind that the commodity is being used by majority of Kenyans. The issue of pricing should be addressed as soon as possible. So, I agree that he can answer the Question next week.
