Imagine a scenario where the President does not have the majority in Parliament. This issue must be addressed. It is not good to oppose for the sake of opposition. Article 94 of the Constitution gives the responsibility of law making to this House. The President cannot change a verb or comma. He can only say that he agrees or disagrees.
