Let me thank the ladies and gentlemen for doing the right thing. This is because of the enormity of corruption in the counties. The only cure is giving the Office of the Auditor-General money and enhancing it in every county. Proper monitoring shall help us achieve our dream of devolution, otherwise it will be dead on arrival. You must reject it. I stand guided. They must go home. Let me delve into the issue of the Kshs3 billion. Article 221 of the Constitution is very clear. I do not want to read it again because the Speaker read it. The Leader of the Majority Party has said something which can take all of us to jail. When you say that the Committee needs money to go around, the Article is very clear on the role of the Budget and Appropriations Committee. The Budget process begins in November. Hon. Deputy Speaker, for avoidance of doubt, Article 221 of the Constitution says that at least two months before the end of each financial year, the Cabinet Secretary responsible for the National Treasury shall submit to the National Assembly estimates of revenue and expenditure of the national Government for the next financial year to be tabled in the National Assembly.

Article 221(5) says: “(5) In discussing and reviewing the estimates, the committee shall seek representations from the public and the recommendations shall be taken into account when the committee makes its recommendations to the National Assembly.”
