  • 16 Feb 2017 in National Assembly: up with a Bill. Some people out there think Parliament cannot make a Bill to stop the ills of society. I want to tell anybody who thinks so: “Shame on you.” Let me tell him that the zeal with which we fought the banks, and we are continuing to do so, is here to stay. Even if you think you can defeat us, you can defeat us once. But we will come up every six months until we win. This Bill is here to stay. For you my colleagues, please, know that betting is affecting our children and country at ... view
  • 16 Feb 2017 in National Assembly: Online betting depends on our money, which is repatriated without a chance of it ever coming back here. We cannot borrow to the extent that even unborn children in this country already owe Kshs90,000! The State does not make law; it is this House that makes law. You must help the State by giving them a law to protect the repatriation of our money, including public funds. It is interesting now for the people in the Office of the President because I know they are being talked to, but that will always be there. It has happened before with many ... view
  • 16 Feb 2017 in National Assembly: On a point of order, Hon. Speaker. view
  • 16 Feb 2017 in National Assembly: Hon. Speaker, I do not like interrupting my leader, but it is grossly out of order that the Leader of the Minority Party, who signed the Bill to make it a Party Bill rises to oppose it. The rat he smelled is the one I smell now. view
  • 15 Feb 2017 in National Assembly: Hon. Speaker, I rise to support the Motion. The CRA that has just been replaced did not do a very good job in some requirements of the law. One of the functions of the CRA is to make recommendations on matters concerning financial management by county governments as required by the Constitution and any other legislation. Concerning Corruption in counties, there is no report before this House or in public that was given by the CRA. There is no report whatsoever that shows they ever raised alarm when things were going wrong in counties. The amount of money that has ... view
  • 15 Feb 2017 in National Assembly: Maybe Hon. Gikaria was here yesterday. Does he know that the people who are barricading the entrance to the Main Parliament Buildings showed a sign which read ‘UhuRuto IDPs’? A year ago, the Deputy President told Kenyans that the problem of IDPs had been dealt with and yet they are still barricading Parliament even as we speak. If that is development consciousness, I do not wish to associate with it. Hon. Speaker, on corruption in the counties, the CRA, the Auditor-General and the Controller of Budget can save this country the wrong perception we have given devolution. Finally, I have ... view
  • 15 Feb 2017 in National Assembly: Hon. Temporary Deputy Chairlady, I agree with Hon. Makali Mulu. This amendment takes away the discretion for free for all, and I do not think the Member for Dagoretti South, would do such things. The governors are now doing very wrong things. If you limit them to 10 per cent, they have no reason to transfer large amounts of money for purposes of transferring money for theft through contractors because at that point, they have already identified a contractor and they know which one gives and which one is stingy. I plead with the Committee Vice-Chair to withdraw the attempt ... view

  • 9 Feb 2017 in National Assembly: Hon. Speaker, this is a case of somebody who lives in a glass house throwing stones. Hon. Gideon Ochanda has not mentioned that this guy is a foreigner exploiting Kenyans. I have been here for about 15 years. The Dominion Farms were conceived in my first five years in Parliament. I was sitting in the Siaya District Development Committee (DDC) and I vehemently opposed the coming of this American guy to Yala Swamp. That is because he had been chased from Ghana because of corruption. The day I opposed this gentleman who has refused to appear before Parliament, on Tuesday ... view
  • 9 Feb 2017 in National Assembly: Hon. Temporary Deputy Chairman, I want to go the route of Hon. Millie and the Leader of the Majority Party. I come from Gem. Most of these people begin learning English in school, but in Gem we speak English at birth. view
