  • 3 Apr 2014 in National Assembly: What I am addressing myself to is a scenario where the ruling which has been done in this House closes the window for the House to make amendment on recommendation by the Committee, so we want to keep the window of the Committee open. If the Bill is still intact, we will treat it as a Bill that has not gone into the Third Reading. Standing Order No.134 is the only way for us to get out of Committee at this stage. So, I agree with you but it must be understood that we never went into the Third Reading. view

This is a problem in our country. If you talk to experts, you will know there are a lot of problems. Just last week, a student committed suicide here in Kiambu. Nine years ago, a child died out of depression in the same school because of being raped by fellow female pupils.
