It may look expedient to try to protect the current police structure, but unless the people of Kenya follow the law; unless we agree that we must reform the Police Force, it will keep deteriorating and will deteriorate to the extent that when you see those people being killed by criminals, you will be those people. If you are, you are not clear because you are saying: “Observe the requirements in Standing Order No.114.” However, I think a ruling of the House should be categorical. You should tell us these amendments are not admissible so that we are categorically sure.

This is a Fund being established by the Government and none other than the President stood on the podium where you are sitting and said that he will have it run alongside the Constituencies Development Fund (CDF) structure. When the President made that comment on the Floor of this House, the media never contradicted him. This House must participate in dismantling the centralization of money in Nairobi. Somebody leaves Isiolo or Siaya just to come and carry magunia in Industrial Area because there is no investment on the ground. Many of us, as Members of Parliament, have tried even table banking but you cannot fund such things from your pocket all the time and yet the Government has money.
