  • 20 Jun 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to support the Motion. I am happy that hon. Gatobu is thinking of education. Hon. Temporary Deputy Speaker, let me thank you because the other day I saw you go to the aid of the basically disenfranchised in society. I was very touched when I saw a lady cry on your shoulders. Those people have nowhere to go. They cannot pay fees for their children. The country basically owes a duty to those people. I am of the opinion that this country can afford to help such people. The only problem is ... view
  • 20 Jun 2013 in National Assembly: Hon. Temporary Deputy Speaker, yesterday, I saw a teacher saying that they cannot accept devolution of educational activities and I thought he was ignorant. This is because the country in its wisdom thought that we needed teachers to pass the referendum. The Governor of Moyale can best deal with schooling or education issues of the people of Moyale than somebody who sits in Jogoo House. view
  • 20 Jun 2013 in National Assembly: Not too long ago, there was a scandal that made many officers lose their jobs at Jogoo House. The Permanent Secretary almost lost his job. Even a Minister almost lost his job. They sent money to Moyale, they had a team that followed that money in school and took it back because they did not care about education. view
  • 20 Jun 2013 in National Assembly: On priority, this country will have to figure out which way to go. We cannot do things haphazardly. Even though the laptop story seems to be plain, it is being overplayed because it has opened a national debate over issues of priority. Is it the teacher, child, classroom, an electronic gadget or toy for a kid without cloth or on an empty stomach or a teacher who cannot afford rent or healthcare? view
  • 20 Jun 2013 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. view
  • 20 Jun 2013 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. Is hon. Serem, who is my neighbour and good friend, in order to say that because laptops are in Rwanda and America, they are of priority in this country while our children are hungry and are going to school where there are no classrooms, roads and teachers are not paid? Is he not out of order not to want teachers to get this money? view
  • 19 Jun 2013 in National Assembly: Hon. Speaker, Sir, the issue raised by hon. Linturi is important. Further to his request, I would like the Chairman of the Committee to tell the House and members of the public how the Executive would wish the Office of the Auditor-General to function in the counties. The Office of the Auditor-General has been using the budget of Kshs1.8 billion to service the National Government. We now have 47 other governments. How would they wish the Office of the Auditor-General to play the oversight role over the county governments, so that we do not “export” corruption from Nairobi to the ... view
  • 19 Jun 2013 in National Assembly: On a point of order, hon. Speaker, Sir. If I remember correctly, this Motion was before us a few days ago. Hon. Members requested that the Budget and Appropriations Committee gives us a report. We want these figures itemised so that we can be sure that the Kshs10.1 billion that is supposed to be going to the Constituencies Development Fund (CDF) is in Supplementary Estimates II of the financial year that is coming to an end. We have not seen the report that you ordered the Committee to bring to the House. view
  • 19 Jun 2013 in National Assembly: Thank you, hon. Speaker, Sir. This cannot be a small matter. We are talking about Kshs5.4 billion that was already allocated in the financial year ending in ten days. Let me just tell the Chairman of the Budget and Appropriations Committee that he represents a constituency and the monies we are talking about will go to projects which were expecting it. The committees have been gazetted. Because, hon. Speaker, you ruled that they give us a report, what the Chairman of the Budget and Appropriations Committee has done is to read something from a piece of paper. Your direction was ... view
  • 19 Jun 2013 in National Assembly: Hon. Speaker, Sir, there is an attempt by the Senate and some people in the Executive to kill the Constituencies Development Fund (CDF). This is the crux of it and this is the window both chairmen are trying to open. view
