However, I want to say that even as we want to reject Clause 17, let us remember that we are not only talking about state officers because that has been taken care of by Clause 16. I want to ask every hon. Members to picture what happens at the district level. All those road engineers have companies. The roads are bad in your constituency because these people are in charge of tendering. The public officers are in charge of tendering and view
