Thank you, Mr. Temporary Deputy Speaker, Sir. Let me add my voice in congratulating Dr. Monda for doing what he has done. Cancer is now the usual killer. I want to urge the Minister, the case being that both Ministers concerned with issues of health are victims of cancer, to do everything within their power including sourcing for funding from outside this country so that we can, at least, try to reverse the deadly trend of cancer. On a point of order, Mr. Deputy Speaker, Sir. I rise on a point order to ask the hon. Member opposing the Bill to declare his interest. This is an opportunity for him to make concrete proposals, so that we can stop the trend of mayhem and deaths on our roads. His contributions need to be a bit more constructive and suggestive on the way forward.

On a point of order, Mr. Deputy Speaker, Sir. The hon. Member has said that the Bill does not prescribe for motor cycles to carry insurance. Vehicles do not carry two insurances. They just carry insurance; whether it is PSV or not, it is still insurance. It includes all motor cycles that carry passengers.

Madam Temporary Deputy Speaker, there is not a single week that I go home and I am not asked a question by a teacher who is aggrieved, because they are not getting their retirement money. There is something which we also want to urge the Ministry to sort out; there is a team of unscrupulous lawyers who have sprung up across the country, and collect signatures of these teachers and Kshs10,000 or Kshs12,000 from every teacher, on the promise that they are going to have this money released.
