  • 15 Dec 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I want to plead with you. I have just seen something unusual in this Parliament. Even as we debate this Motion, I think it is wrong for hon. Members sitting in this House to do what hon. K. Kilonzo has just done – to pass to you messages when people are already complaining that they are standing but they are not being given a chance to speak. I would wish to know the content of that message. view
  • 15 Dec 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am not out of order. What has been done is not procedural. You are the Chair. You know that. view
  • 14 Dec 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support the Report and thank the Committee for doing a lot of work. I belong to that Committee. The Committee became so busy and did a good job. Mr. Temporary Deputy Speaker, Sir, I want to urge this House to support this Report so that, as my colleague has said, we get the resolution to constant complaints about salaries. We hope that the Commission will adhere to the law as passed by this House. We hope it will follow the rules of the game and not act in haste. But it should ... view
  • 1 Dec 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this issue had been here just about a month ago in another form. Could the Minister reiterate his commitments which he gave to this House that before this deal goes on, he will bring for scrutiny the negotiations between this shadowy company and the Government of Kenya, so that this Parliament can be satisfied? Also, could he be kind enough to tell us this afternoon, how much more would cost the Government, if these notes were printed outside the country? Also tell us whether De La Rue company which we are so busy trying to ... view
  • 1 Dec 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am a little bit concerned that the Minister is saying that there are issues that touch on Ministries, and also new clauses in the Finance Bill. I am one of those who have a raft of amendments to the Finance Bill, some of which are very urgent. As you know, as we go around this city today, there is no paraffin and petrol. Kenyans are suffering. One of those amendments targets the hoarding of essential commodities required by Kenyans. The other one is about regulating the interest rates that the banks are using to ... view
  • 1 Dec 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I will, therefore, kindly request that we deal with the Finance Bill a week from Tuesday next week, because I am not going to be around and it will not help--- view
  • 30 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to agree with my co- whip that after months and months of deliberations on this issue, we felt that it is only fair to the country to move forward. As I walked in, Mr. Baiya was submitting on the Floor something which I thought is not what we are trying to do. It is important to say, so that we know. What we have done, in summary, is to say that this Committee needs to sit down and work as it were. Therefore, to suggest that one Member resigned or one is not ... view
  • 30 Nov 2011 in National Assembly: of the Committee. It important to note that even the said letter or any other letter were written in squabbles. There were many letters written and even Mr. Olago and Mrs. Odhiambo-Mabona wrote to me. They all said that they are not Members of that Committee. So, we are not solving anything if what I have heard Mr. Baiya trying to intimate is what they think because that way we will end up where we started. So, I wish that they can find it in their heart and know that they are not the only Members in this Parliament. This ... view
  • 29 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is straightforward. You remember, a couple of years ago when the Principals could not see eye to eye, the Whips were the Leaders of Government Business. view
  • 29 Nov 2011 in National Assembly: Yes. But the Whips are Government Whips, and--- view
