What we are saying as a Committee is that we have already even summoned the players including bankers, and for you to investigate this matter and interrogate it, you will be calling the same people that the Departmental Committee on Finance, Planning and Trade is calling. Mr. Temporary Deputy Speaker, Sir, I rise to support this Report. I am particularly very happy. It has been a long time since we debated a Report of vetted Commissioners. The trend that the country has taken is very good. I like the transparency that is permeating just one year after the promulgation of the Constitution. Mr. Speaker, Sir, let me thank the Deputy Prime Minister and Minister for Finance for saying that he will indulge the relevant Parliamentary Committee, if the Government was to get involved with De La Rue. But I want to tell him that, having been in the Finance Committee for nine years to be exact, we have proved that De La Rue as it were in Kenya is not capable of printing new currency notes. Mr. Speaker, Sir, I respect your direction, but I wish to say that there was an issue which cannot go uncorrected about the aspersions cast over Dr. Gesami, in light of the explanation issued by the Prime Minister because it will go as a challenge and an aspersion on her character which has since been corrected by the Prime Minister.

Mr. Speaker, Sir, I think he has misquoted the Standing Orders. As we are here, we need to be true to the spirit and the letter of these rules. Standing Order No.176 states:- “A vacant position occasioned by resignation, removal or appointment of a Member to the Government shall be filled within seven days after the National Assembly next meets.”
