  • 20 Jan 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, with those few remarks, I beg to support. view
  • 17 Dec 2008 in National Assembly: Mr. Deputy Speaker, Sir, I will just take a minute. view
  • 17 Dec 2008 in National Assembly: Mr. Deputy Speaker, Sir, I want to support this Motion of adjournment. This has been a very difficult year for Members of Parliament and all other Kenyans. It is now time to take a break. We, as leaders, must reflect where we came from earlier in the year and make sure that we do not go that way again. Due to the food shortages in this country, I want to appeal to the Government, particularly the President, to allow Members of Parliament to use a section of the Constituencies Development Fund (CDF) kitty to subsidise fertilizers, so that we can, ... view
  • 16 Dec 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. view
  • 16 Dec 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. I wish I had spoken before you made the ruling that you have just made. I want to clarify the point being made by Dr. Khalwale, that we participated in the making of the list of his amendment. We are Members of the House Business Committee. I am the Whip for ODM and the list before you for ODM is mine. I do not know if hon. Thuo could have done it differently. All we know is that Dr. Khalwale informed us of his intention to amend the list, but he did ... view
  • 16 Dec 2008 in National Assembly: Mr. Speaker, Sir, the point that I am raising is that, I have no idea about the list as read by Dr. Khalwale. It is not my list and I do not want to be part of it, because I disagree with it. view
  • 10 Dec 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. The issue of maize and how it has been handled over the years is why our people are going hungry. Would I be in order to ask the Speaker to defer this Question, so that the Assistant Minister can explain to Kenyans on what is happening to maize in this country? view
  • 10 Dec 2008 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. The Minister was asked a very good question. Given the prevailing food scarcity situation in the country, what is he doing to look for external funding to invest in the LBDA, so that people can be fed again? view
  • 10 Dec 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a couple of minutes to air my support for this noble Motion. On the issue of price control, right now in the whole world, governments are subsidising prices on food commodities. In Kenya, we are waiting for the people to make noise. This is a situation that the Executive must take seriously because people cannot eat air. Mr. Temporary Deputy Speaker, Sir, three years ago, the cost of a gallon of diesel was Kshs38 and now it is Kshs100. Every time a Question comes before Parliament, the reasoning is flimsy ... view
  • 10 Dec 2008 in National Assembly: Mr. Deputy Chairman, Sir, I rise to oppose the amendment for a very simple reason. I thought the understanding was that we provided the amendment to have the Leader of Government Business to brief the House, so that he can communicate the resolutions of the House Business Committee. So, if the Leader of Government Business were to come here and be questioned, what would happen to the resolutions already made by the House Business Committee the day before? So, I see no sense in this amendment. This is just an attempt to have another form of Question Time, in which ... view
