Mr. Deputy Speaker, Sir, the Minister has enumerated several incidents where this particular airline was involved in mishaps. But I want to bring one more to his attention. On 9th May, one aeroplane belonging to that same airline almost killed four Members of Parliament. Those four Members of Parliament were messrs: Rege, Outa and Magwanga. They were going to Kisumu. The aeroplane almost crashed over Nakuru. Where there is smoke, there must be fire. I had to check the attitude of the employees of this particular airline. Mr. Speaker, Sir, this Ministry must sort out the Safaricom IPO mess. Just two days ago, I was confronted by a group of people who told me that when the Safaricom shares were being floated, the Ministry went on record, particularly the Investments Secretary, and said that investors would be guaranteed a minimum of 2,000 shares. This translated to Kshs10,000. Many people in the villages across the country are being refunded their Kshs10,000 less Kshs500 because they got this money from the banks. On a point of order, Madam Temporary Deputy Speaker. Mr. Ethuro has just said that the Minister could have been busy doing "those other deals". Could he, please, substantiate what "those other deals" are? I do not think that is parliamentary.

Mr. Deputy Speaker, Sir, this House is under no obligation to wait for ad hoc committees formed by the Government or, specifically, the Prime Minister. The Prime Minister's Cabinet Meeting is not a Committee of this House and, therefore, I urge you, because Kenyans are watching, not to do something which will look as if we are protecting the ills that have been July 2, 2008 PARLIAMENTARY DEBATES 1583 committed on the property and persons of Kenyan.

Mr. Deputy Speaker, Sir, this debate is being turned into a Government- Opposition debate, unnecessarily by the Leader of Government Business. I had said here that I, personally, am a Member of the Government and a whip, one of the two chief whips in this Coalition Government. I want to follow my conscience! We need the opportunity, as hon. Members, because it is expected of us by Kenyans--- This is not a Government affair; it is an issue where one particular individual, Mr. Amos Kimunya, has been caught trying to do wrong to the people of Kenya.
