Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to contribute to this Motion. I am very interested in this issue. As you know, I recently brought a Consumer Protection Bill to this House, which dealt with many issues raised by this Motion. Mr. Temporary Deputy Speaker, Sir, first of all, I want to thank hon. Members of Parliament and members of the public who wished me well since Sunday when I had a road accident. I really appreciate that.

August 15, 2007 PARLIAMENTARY DEBATES 3189 Mr. Temporary Deputy Speaker, Sir, this Motion is long overdue. No country can ever develop if the issues raised by this Motion are not taken care of. This is because the biggest role of a government is to protect the interests of its citizens. We live in a country where it is money- makers first then the citizens come second. Mr. Temporary Deputy Speaker, Sir, they are corrupt and we are watching them. Things have changed in this country! We cannot sit back and watch the looting of State corporations or assets, without raising a finger. Personally, I believe that it is the duty of Parliament and we must do it. Mr. Temporary Deputy Speaker, Sir, it would be good for this country if the Government seeks Parliamentary approval before it privatises any State corporation. We, as the representatives of the people, need to put our true sense on it. We need to give a thumbs-up as the representatives of our people, so that we know that their interests are properly taken care of. Thank you, Mr. Temporary Deputy Speaker, Sir. I want to thank the Mover of the Motion for giving me two minutes to talk about it. This is not a small matter. It is an issue affecting Kenyans. In my view, as thugs keep conducting extra-judicial execution killings on Kenyans, they need to be killed in the same way. I think the Mover of the Motion has good intentions. It has been admitted before the Committee that the NSE prices are being manipulated. All we want to know - and I thank the hon. Member for raising this issue - is whether it is true that the management of Dyer and Blair Investment Bank of about 16 people, where Mr. Jimna Mbaru is involved, determines the stock prices in the NSE. Mr. Speaker, Sir, first of all, let me commend the Ministry for trying to improve the courts, particularly Siaya and Kisumu Law Courts, which are heavily congested. However, expression of will to allocate money to improve a facility is not enough without proper supervision. We, as leaders, have spoken about the tendering process in Siaya Law Courts for about nine months. There is controversy as to who should be awarded this tender. Mr. Temporary Deputy Speaker, Sir, I want to commend the Minister and the June 28, 2007 PARLIAMENTARY DEBATES 2123 Ministry for, at least, trying to do some good planning. However, throughout the whole country, particularly in Nyanza Province, there are a lot of planned works which we have been told have been awarded to the same contractors. This means that there is a shortage of contractors and we keep on awarding contracts to the same ones. asked the Vice-President and Minister for Home Affairs:- (a) whether he is aware that there is only one magistrate to hear cases before courts in Bondo, Siaya and Ukwala; (b) whether he is also aware that Kodiaga prisoners have not been taken to attend court sessions for some time now due to lack of fuel; (c) whether he is further aware that as a result of the above situation prisoners have been causing unrest at the prison; and, (d) what urgent steps he is taking to arrest the situation.
