Thank you, Hon. Temporary Deputy Chairlady. I move that Clause 43 be deleted for the following reason. I have a lot of interest in the way banks are helping or not helping in the development of this country. The import of this particular clause is that the minimum capital requirement to create a new bank will be moved from Kshs1 billion to Kshs5 billion. What it effectively means is that only the existing banks shall prosper and become a class that is a monopoly. I only wanted to point out that, because we are in Third Reading and not debating. ...

Hon. Temporary Deputy Chairlady, mine is just to support a thousand times especially this one not to tax boda bodas . It is a big thing. We want the National Treasury to help the Executive. We cannot tax everything and for the boda bodas, the Executive would have by now gone to China, who is our friend, and brought 10 million of them and assemble them locally for our people. This thing cannot be Kshs100,000. These things are free. The transport system in the Scandinavian countries provides free bicycles. Why are we obsessed with money that is hurting our people? ...

The last one is the amendment on cigarettes which comes to this House year in, year out. It is a battle between cigarette manufacturers.
