  • 20 Aug 2015 in National Assembly: On a point of order, Hon. Speaker. I take with a light note what Hon. Chris is saying. I hear there is a Luhya media called whatsapp, a Luhya Whatsapp where Sen. Khalwale is reading the Order Paper and the debates which have not taken place. I am surprised by the point of order raised by the Deputy Whip of the Majority Party. Yesterday the Leader of the Majority Party and I walked to your seat and asked you if it was possible for us to get consensus on what was before us, which was the extension of the time ... view
  • 20 Aug 2015 in National Assembly: Constitution, to decide how to get consensus and vote. My brother did not have a problem with it. It is incumbent upon all of us that when you sit in a meeting and you disagree, you say it but we agreed for the sake of this country that we all--- There is nothing about this Report that is not in other reports. Other than politics, there is nothing special about it. So, all these Members belong to committees with reports before the House Business Committee (HBC). Lastly, the HBC, under your chairmanship, has the powers to alter the Order Paper. ... view
  • 19 Aug 2015 in National Assembly: Thank you Hon. Speaker. I rise to support the submission by my colleague, the Leader of the Majority Party. This matter is not one that should really be controversial. It should have been a matter that would never even have arrived here. On our side, we have heavy hearts dealing with this issue because it seems that the process of implementation of the Constitution is not moving forward as envisaged earlier in the Constitution. It is good to tell the nation that the problem is not Parliament’s. The Executive has refused for a very long time to give us the ... view
  • 19 Aug 2015 in National Assembly: we try to create controversy where we need to consult. I beg you to let us have a leaders’ meeting. Let us agree on the issues and give us time to consult. There is still enough time. Those Members have done a head count. You have less than 160 Members in the House. It is futile to begin this kind of debate. I support. view
  • 29 Jul 2015 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to second. I do not quite think there is anything controversial in the Motion. We just want to seek the indulgence of the Members. The Leader of the Majority Party has explained that our plate is full and we have a CPA Conference upcoming. We want to participate, but also do our duty as the National Assembly. So, we are adding Thursday morning sittings because we want to deal with a lot of Motions from committees, and also Private Members’ Bills. So, we are going to basically clear our table. With those few ... view

  • 29 Jul 2015 in National Assembly: Hon. Deputy Speaker, there is an issue which Members of this Assembly have and we thought we needed your indulgence to seek a way forward this afternoon. It has nothing to do with what is on the Order Paper, but it has everything to do with the national Budget for 2014/2015 in respect of the membership of our Budget and Appropriations The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 29 Jul 2015 in National Assembly: Committee. Some things have come to the attention of this House and Members, which we need to discuss, probably in a Kamukunji or in a manner suggested by the Chair or the Speaker. In our constituencies and your constituency, there have been issues of, for example, bursaries. The national bursary which has been coming to our constituencies was not forthcoming this past financial year. It has also come to our attention that constituencies of Members who sit on the Budget and Appropriations Committee have been getting some weird funding, which was concealed when we passed the Budget in this House. view
  • 29 Jul 2015 in National Assembly: If you talk, for example, to your District Education Officer, you will find that a neighbouring constituency, whose Member of Parliament happens to sit on the Budget and Appropriations Committee, is getting strange money for infrastructure; they got Kshs15 million or Kshs20 million for roads and even ECD, which is a county governments affair. I raised this issue here some months ago and a ruling was made when the Budget and Appropriations Committee was trying to give itself money in the current Budget which we thought was unconstitutional and not in their mandate. I have come to find out that ... view
