  • 5 May 2011 in National Assembly: (a) I am aware that Zombe Dispensary in Mutito District has no mortuary, and the nearest public facility is at Kaumu Dispensary, which is six kilometres from Zombe Market and not 50 kilometres as stated. view
  • 5 May 2011 in National Assembly: (b) My Ministry has no immediate plans to construct a mortuary at Zombe Dispensary as this dispensary is run by the African Inland Church (AIC). view
  • 5 May 2011 in National Assembly: Mr. Speaker, Sir, as probably the hon. Member knows, we have several levels at which we offer healthcare. The first one is the community level. The second one is the dispensary level. The third one is the health centre level. The fourth one is the sub-district hospital level. We do not, as a matter of fact, build mortuaries at the dispensary level. Therefore, we cannot, as a matter of policy, build a mortuary at the dispensary. The best you can do is to identify that dispensary and upgrade it from level one through to level four before you can ask ... view
  • 5 May 2011 in National Assembly: Mr. Speaker, Sir, I remember answering the Question on ambulances, during which we indicated, as a Ministry, that we would buy or hire an ambulance for every model health centre. The Ministry is still waiting for funds from the Treasury to undertake this process. view
  • 5 May 2011 in National Assembly: Mr. Speaker, Sir, mortuaries are not under the jurisdiction of the Ministry of Public Health and Sanitation. All mortuaries are in district and sub-district hospitals and, therefore, the Question should be directed to the Ministry of Medical Services. view
  • 5 May 2011 in National Assembly: Mr. Speaker, Sir, Mutito Sub-District Hospital is not under the Ministry of Public Health and Sanitation. Please, direct this Question to the Ministry of Medical Services. view
  • 13 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to reply. view
  • 13 Apr 2011 in National Assembly: Medical male circumcision is a powerful new tool to help us reduce HIV/AIDS infections and save lives, but it must be voluntary. For early infant male circumcision, the consent of parents is crucial. No child should undergo a surgical procedure without the full and informed consent of his parents or legal guardian. Early infant male circumcision would contribute to HIV/AIDS prevention in this country in the long-term. The Government’s role will be to provide information which will enable parents to decide whether the procedure would be in the best interests of their children, and to ensure that safe early infant ... view
  • 13 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I may not be able to tell what fraction of Kenyans undergo circumcision. I want to inform the Member that as a policy for infant circumcision, some of the work that will need to be done in the country will include some of the following:- (i) They will need consultation with diverse communities to assess the knowledge and acceptability of infant circumcision. In communities where circumcision is the norm in the adolescence years, circumcision of infants may not be widely acceptable. (ii) Determination by the Director of Public Health and the Director of Medical Services ... view
  • 13 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I agree with Dr. Eseli, but I want to say that it is proven that medical male circumcision is a new powerful took to help us reduce the HIV/AIDS infections. There is no doubt about that. Studies have shown that. Early infant circumcision can even reduce this further, but it is not the only way of reducing the HIV/AIDS infections. That is the caution we wanted to put that being circumcised does not prevent HIV/AIDS infections, but it is a new powerful took that, in fact, leads to the transmission levels going down considerably. view
